Russia’s telecommunications regulator, Roskomnadzor, has announced new restrictions targeting several digital messaging services, including Telegram. Authorities argue that certain platforms are not fully complying with national laws related to data protection, content moderation, and the prevention of illegal activities. According to the regulator, the measures will be implemented gradually and are intended to strengthen oversight of personal data handling and the circulation of content deemed unlawful under Russian legislation. 

The announcement comes amid heightened state supervision of the country’s digital environment. Users across different regions have recently reported technical disruptions while using Telegram, including delays in loading messages and multimedia files. These incidents have fueled speculation about possible actions to limit the platform’s performance. At the same time, administrative proceedings have reportedly been initiated over alleged failures to remove specific content following official requests. Authorities maintain that platforms must respond more promptly to directives involving extremism, fraud, or prohibited materials.

The relationship between Telegram and Russian authorities has been complex for years. Previous disputes involved disagreements over access to user data and cooperation with security agencies. Since the start of the war in Ukraine, Russia’s digital regulatory framework has tightened significantly. New provisions have expanded the government’s supervisory powers over social networks, messaging services, and internet providers.

Meanwhile, locally developed alternatives have emerged, promoted as secure options within the national technological ecosystem. However, some of these services have also faced scrutiny over security concerns and reported fraud attempts.

The introduction of new restrictions reflects a broader global trend in which governments seek greater control over strategic digital platforms. In Russia’s case, the balance between regulation, security, and access to international services remains a central issue shaping the country’s technological landscape.
